There is no ‘WHO Council on Eugenics’ or any council dealing with a similar subject.
Only two speeches are listed for Kissinger in 2009.
The first was given to the Trilateral Commission Tokyo Plenary Meeting on April 26, 2009.
The second was a speech on October 14, 2009, for the 35th Anniversary of the International Energy Agency in Paris, France.
Neither presentation included the quote in this claim.
In 2009, Kissinger did not speak at any World Health Organization (WHO) event.

We are ‘preaching to the choir’ here, but false facts or info can cause credibility of what we’re presenting to be doubted or dismissed.
